q How many computers and other technological equipment do schools have, and how do they use them?
At my school, the allocated expenditure is shown below for 2008 and 2009 fiscal years. As mentioned in the discussion board, our school has implemented a program called Learning Today to boost scores on the ELA and Math Exams. By buying into this online differentiated instructional tool, the children access it directly in the classroom on available desktops. 3-4 students at a time will use it while a lesson is being conducted. A prize is given to the most logged hours. The research on Learning Today, especially in communitites with large Black and Hispanic populations, has shown an increase in reading and mathematics scores (sometimes 100-200%)

According to the following Education For All Global Monitoring Report 2006, there are 771 million illiterate adults (2/3 of them women). But literacy reports are hard to come by and data is hard to compare as definitions of literacy vary. Furthermore, measuring literacy is heavily flawed because they rely mostly on self-reported surveys.

Access and Cost of Bandwith for Universities in Africa
- The average university in Africa has the same aggregate bandwidth as a single home user in North America or Europe.

Bandwidth capacity is what governs the speed at which information can be uploaded and downloaded from the Internet. The contract with Intelsat will provide access to 93,000 Kilobits per second of bandwidth (Kbps) each month. As recently as two years ago, the total bandwidth available to these institutions was 12,000 Kbps. The unit cost per Kbps has dropped from an average of $7.30 per Kbps per month for the African universities to $2.33.

Uganda, a land-locked country of about 24 million, with a GDP per capita of $1,208 and a Human Development Index of 0.444 (2000), faces the challenge of high cost of internet access via satellite. This has impacted negatively on the country as a whole, and specifically on the education sector where access to online resources and collaboration is limited by slow and costly links. Currently, a 1.5mbps dedicated internet link costs $12,000 plus VAT, compared to less than $500 say in the USA.

Narrowing the Divide
Hey folks, here is some information that I found to be interesting. It is encouraging to see that the digital divide between those who have access to information and those who can’t is narrowing.
In a survey conducted by Inktomi Corp and NEC Research Institute which was published in the Los Angeles Times back in January 2000, it says that “Of the world’s approximately 1 billion web pages, more than 80% are in English.”
In a research study done in March 2008, it was found that many more languages are being used in the internet world. Please see the below stats and chart.

If broken down by continent, this suggests Asians use the internet most but English content is most prevelant. Does this imply lack of content creation from Asians? The ability to participate in creation of meaningful/cultural content barrier.
- Internet Usage Statistics of Asia: This continent ranks number one in Internet usage, with nearly 36% of the population being Internet users. Here one finds an average of 389 million Internet users, who surf the net every month. It is a fact that out of every 100 people in Asia, there are 10 who use the Internet. China has the highest number of users, which is 137,000,000. It followed by Japan, with 86,300,000 users.
- Internet Usage Statistics of Europe: It ranks second with 28.3% usage. There are about 314,792,225 Internet users here. Germany scores above all with 50,471,212 users. Next is UK with 37,600,000 users. France and Italy are the next 2 countries with 30,837,595 and 30,763,940 respectively. Out of every 100 people, there are 38 Internet users.
- Internet Usage Statistics of North America: This continent is number three in Internet Usage it is 20.9% of the world. The total number of Internet users are 233,188,086 approximately.
- Internet Usage Statistics of Latin America: Here the usage is 8.7% of the world and the users are approximately 96,386,009.
- Internet Usage Statistics of Africa: It is just 3% of the world.

Digital Divide and its impact on Household incomes
Hey folks, here is an interesting quote from the “The World Factbook” published by the CIA on March 15th, 2008. I thought that since we are looking for information on income level figures by factors like race and location, here is some info on how technology and education has contributed to the difference in income.
“The onrush of technology largely explains the gradual development of a "two-tier labor market" in which those at the bottom lack the education and the professional/technical skills of those at the top and, more and more, fail to get comparable pay raises, health insurance coverage, and other benefits. Since 1975, practically all the gains in household income have gone to the top 20% of households.”
